Paint the Kansas Avenue Bridge
Request for Proposal
The NOTO Arts & Entertainment District invites proposals from qualified visual artists or artist teams to serve as the Lead Artist for a major public art installation under the Kansas Avenue Bridge in Veterans Park. The project will transform the bridge's structural components—specifically, 8 sets of 3 piers and cap structures—into a cohesive series of vibrant murals that narrate the North Topeka Story. Proposals are being accepted through Oct. 15th.
Proposal Deadline: October 15, 2025
Project Completion Deadline: June 15, 2026
Lead Artist Stipend: $10,000
Support Artist Budget: $6,000 total
Project Location: Veterans Park, North Topeka, Kansas
Studio Artists
The Avant Garde Underground has two private studio spaces of approximately 330 square feet each. In addition to a secure studio, tenants enjoy significant benefits, including signage and 24-hour building access.

Artists Cooperative
Artist Cooperative members have access to many of the NOTO Arts Center resources. Access to the facility is limited to public hours when NOTO staff are available. Membership is a per month financial commitment of which a portion may be via volunteer service to the NOTO organization.
Financial and Volunteer – $25 + 2 hours volunteer service per month.
Financial Only – $50 per month

Avant Garde Underground
The Avant Garde Underground is an opportunity for artists to be a part of the NOTO Arts Center in a cooperative manner. In addition to shared artwork space, studios, a classroom, and other facility resources, the Avant Garde Underground is a partnership whereby artists contribute to NOTO’s mission and serve as ambassadors for the NOTO organization.
Artists benefit from NOTO guest relations staff who provide visitors information about the NOTO district, events and activities, and exhibits at the Arts Center, which includes art located in the Avant Garde Underground. The NOTO organization also provides significant exposure to artist through comprehensive marketing approaches. Finally, artists benefit from being a part of an award-winning facility that is clean, safe and maintained; a place for them to not only work, but to exhibit their art.
An annual Friends of NOTO membership (cost of $50) is required for all Avant Garde Underground artists. Artists can choose from two different Avant Garde membership types.
