Advisory Board
Members of the five-person NOTO BID Advisory Board are appointed by the mayor with consent of the city council. Members are representative of NOTO businesses and organizations. Terms are for two years and are renewable.

Visit the City of Topeka website at www.topeka.org
Select “Pay Online” from the main navigational menu
Click on “Other City Bills”
Login to your account. If you do not have an account you can choose the one time payment portal.
Select Business Improvement District Fee from the Payment Type options.
Enter your Invoice Number.
Choose a method of payment.
Complete payment.
Budget
The budget is submitted to City Finance for review and approval by the City Governing Body.
Meetings
The NOTO BID Advisory Council meets quarterly. Meetings are placed on the NOTO calendar. Per Kansas Open Meetings Act, all meetings are open to the public.

The Friends of NOTO membership is a voluntary membership of not only NOTO businesses, but from organizations and individuals from across the community and beyond. The FON membership helps provides funds for the operations of the NOTO organization thereby supporting the organization’s efforts to advocate for the NOTO district, seek grants that can be used for things like public art and beautification, and coordinating the many public events offered throughout the year.
The BID funds are an obligation by City code on businesses in the NOTO district with funds dedicated to specified areas.

BID funds are dedicated to basic district maintenance, beautification, security, and marketing. Within these general categories there is discretion as to specific activities, though trash service of sidewalk and park receptacles and basic snow removal on sidewalks are considered essential.

No. Per ordinance any business established prior to 2008 – before the area was referred to as an arts and entertainment district – is not obligated to pay. They will be invoiced each year, but if they do not want to pay all they need to do is inform a member of the BID Advisory Board.

The ordinance states that it is unlawful for a business to continue operation after a fee has become past due. Any person convicted of a violation may be fined a sum up to $500 a day.
